LANCASHIRE'S PLANS FOR LOCAL GOVERNMENT REORGANISATION

EDM number 1277 in 2003-04, proposed by Hilton Dawson on 25/05/2004.

That this House notes that Lancashire County Council's proposal for a unitary authority of 168 members serving a population of more than one million people would be 40 per cent. larger than the next largest English local authority and perhaps have more elected members than any other local authority in the world; recognises that the Boundary Committee for England has accepted that the proposal should form Option A of its recommendations for local government re-organisation, albeit on the basis that it would be a new form of local government, which would need to be highly innovative and forward thinking in putting into effect viable devolved structures, in order to show that it does not underestimate the challenge; and urges Lancashire County Council to demonstrate that it is serious in its ambitions by supporting the Yes campaign for elected regional government as the necessary step to achieving its grand plan.
