University Tuition Fees;amdt. Line 8:

EDM number 124A1 in 2003-04, proposed by Phil Willis on 27/11/2003.

Line 8, delete from 'believes' to end, and insert 'regrets continued suggestions that the Scottish system of graduate endowment payments involves any element of tuition fees; re-emphasises that the money raised by this system is all redistributed into maintainance grants to students from poorer backgrounds and is not used to pay tuition costs; notes that the 2001 Act of the Scottish Parliament makes it illegal to use this money for tuition costs; and congratulates the Scottish Executive for their commitment to fund tuition costs solely out of general taxation; and calls on the UK Government to join their Labour Party colleagues in Scotland in ruling out top-up fees.'
