Independent Safety Rail Regulator (No. 2)

That this House notes with profound concern that Alan Osborne left the key post of Director of Rail Safety, a position recommended by Lord Cullen's inquiry into the Ladbroke Grove accident, with the clear view that the Health and Safety Executive's (HSE) regulation of the railway industry was so flawed as to require it to relinquish its responsibility; further notes that the HSE has caused hundreds of millions of pounds to be wasted by enforcing 'gold plated standards' on the railways; is therefore not surprised that the railway industry has lost confidence in the HSE; and therefore welcomes recent reports that the current Rail Review will strip the HSE of its responsibility for rail safety.
