Targeting Iraqi Cities

That this House rejects the presumption that Basra, a city of one million people, half of whom are children, can legitimately be designated a military target; believes that the destruction of Basra's water and electricity supplies has been an attack on civilians rather than troops; recognises that any use of non-lethal biochemical weapons by US forces on urban populations in Iraq would be illegal under the Chemical Weapons Convention; and urges the British Government to state its categorical opposition both to the use of such weapons and the targeting of civilian populations.
