Supremacy Of The Commons Through Indirect Election To The Lords

That this House agrees it must maintain primacy over the House of Lords; understands the concerns of some honourable Members that direct election to the Lords will challenge that primacy; also understands, however, that other honourable Members believe that an entirely appointed second chamber would undermine democratic participation; believes in any event, that the question as to how members might be elected to the Lords should be considered alongside the question as to how many should be elected; and therefore asks that consideration urgently be given to methods of proportional indirect election to the Lords in ways which encourage democratic participation without conferring a direct mandate.
