That this House notes with concern that current Government targets to improve the United Kingdom's schools and hospitals do not have effective corresponding monitoring systems to verify and guarantee progress towards their delivery; recognises that to ensure the effective and cost-efficient delivery of public capital build projects, the construction industry requires timely and well planned targets around which to base its capacity and avoid boom and bust; and takes note of the recent report published by the Construction Products Association, Achievable Targets? Is Government Delivering? which highlights particular areas of concern.
