Conduct Of The Audit Commission (No.3)

That this House regrets the omission by the Audit Commission to mention Hull City Council's waste management scheme in the Audit Commission's Corporate Governance Report of Hull City Council, July 2002; notes that in the Audit Commission Best Value Inspection Report on Refuse Collection, Recycling and Waste Disposal in East Riding of Yorkshire Council, February 2002, that a good two star rating was awarded, with the expectation that the service would probably improve; further notes with interest that since 1999 East Riding of Yorkshire Council and Hull City Council have worked in partnership on this important issue, agreed a joint waste management strategy covering both council areas and have awarded a 25 year joint waste management contract to the Waste Recycling Group to meet the objectives set out in this strategy; believes it is a pity that this innovative partnership between East Riding of Yorkshire Council and Hull City Council was not reported in the Audit Commission's Corporate Inspection of Hull City Council; states that this is further evidence that many of Hull City Council's strengths have been airbrushed from the report; and concludes this is yet another contradiction to the Audit Commission's statement that described Hull City Council as being inward-looking.
