Top-Up Fees

EDM number 1599 in 2002-03, proposed by Lindsay Hoyle on 16/07/2003.

That this House notes with concern the impact of Government proposals for funding of higher education on students; recognises the need to increase funding to higher education but firmly believes that Government proposals on top-up fees will exclude students from attending university and leave graduates with huge debts; further notes that allowing universities to increase fees could create a two-tier higher education system; and calls on the Government to review its policy so that students are not excluded from attending university on the basis of cost.
