Green Paper On Children

EDM number 1542 in 2002-03, proposed by Hilton Dawson on 07/07/2003.

That this House congratulates the Government for extending the scope of the Green Paper from children at risk to include all children; strongly recommends that the document should be principled in its commitment to full implementation of the UN Convention on Children's Rights; believes that it should be challenging to all those who work with children by urging them to base their daily practice on what would be good enough for their own child; further believes it should empower all those working with children by insisting that local authorities develop their own plans based upon the values of the Children Act 1989 and on co-operation and participation; supports the independent office of Children's Commissioner for England; and urges the Government to give children the same protection from assault as adults, to break down institutional, organisational and professional barriers to ensure that the best interests of children come first and that their voices are heard.
