International Campaign To End Genocide

That this House supports the work of the International Campaign to End Genocide, a worldwide coalition of NGOs, launched at the Hague Appeal for Peace, in May 1999, in its objective of having the United Nations commemorate the Rwandan genocide on its tenth anniversary on 7th April, 2004; calls upon Her Majesty's Government to encourage the UN Secretary General to use that occasion to announce the establishment of a UN Genocide Prevention Focal Point located at UN headquarters, to assess and disseminate information on the serious risks of genocide, issue early warnings and recommendations for prevention and help prevent genocide from secretly unfolding; and supports the work of the ICG in showing that Rwanda's suffering has not been in vain; and that the lessons had been learned in the last 10 years, thereby, restoring faith in the commitment of the international community to the Preamble of the UN Charter and bring confidence to those whose faith in international law has been shaken.
