Conduct Of The Audit Commission (No. 2)

EDM number 125 in 2002-03, proposed by Kevin McNamara on 19/11/2002.

That this House expresses concern about the process and methodology undertaken by the Audit Commission during the corporate governance inspection of Hull City Council; notes a serious shortfall in the Audit Commission's consultation process, that significant individuals and organisations were omitted from consultation including Patrick Doyle, the Leader of Hull City Council between 1979 and 2001 and chairman of a number of regional organisations including Yorkshire Regional Planning Forum and Hull's Cityvision, Lord Norton of Louth, Chair of the Council's Independent Standards Committee and Professor of Government at Hull University and Mr John Gwinnell, Chairman of the Schools Review Committee; further notes that church and faith groups, trade unions, Associated Ports and port-related and food processing industries, the Youth Council, the Warren or any young persons group, Age Concern or any elderly citizens group, members of Orchard Park Citizens Jury were also not involved; recognises that the omission of full consultation with such organisations puts into doubt the accuracy and distorts the findings of the Audit Commission's report; and urges the Audit Commission to discuss with the Local Government Association, and put in place, a binding list of those organisations which should be consulted during any inspection.
