Energy White Paper And Energy Efficiency

That this House notes that the Royal Commission on Environmental Pollution has advised, as a key recommendation, the setting of firm targets for energy efficiency and that every relevant Government advisory body, namely the Performance and Innovation Unit, the Sustainable Development Commission and the Energy Saving Trust has recommended a firm target of a 20 per cent. improvement in domestic energy efficiency by 2010; further notes that the Government's Energy White Paper states explicitly in paragraphs 1.19 and 3.2 that 'energy efficiency is likely to be the cheapest, cleanest and safest way of addressing all four objectives' of its energy policy; regrets that the White Paper sets no targets for energy efficiency improvements; and therefore supports the energy efficiency targets contained in the Sustainable Energy Bill and hopes the Bill will become law.
