Segregation Of Child Prisoners

That this House notes that 4,400 young men aged 15 to 17 years were held isolated in segregation cells within youth offenders institutions in England and Wales between April 2000 and January 2002; recognises that prison establishments are the only places in the land where children cannot receive the protection afforded them by the Children Act 1989; and considers that the nation should be able to deal with the young people much better than this.
