That this House is concerned that measures to disrupt by military means the cash crops of Afghanistan, Pakistan, Burma and Kazakhstan may replicate the disastrous results of similar actions in Colombia and Bolivia that have led to civil wars and the deeper impoverishment of third world peoples.
