That this House regrets the basis on which a programme motion was applied to the European Communities (Amendment) Bill (which brings the complex and highly significant Treaty of Nice into the domestic legislation of the United Kingdom) allowing only four days combined consideration of the Bill in Committee, on Report Stage and Third Reading, as being an undemocratic restraint of free speech and of proper consideration of a Bill of first constitutional importance and which therefore tends to undermine the principles, rights and liberties upon which this House is founded, to the detriment of the interests of the electorate of the United Kingdom.
