Aggregates Levy And The Scottish Economy

That this House expresses concern over the introduction of the Aggregates Levy from April 2002, which will be payable on virtually all construction aggregates, thus adding significantly to construction costs; notes that due to different economic conditions this tax will bear disproportionately on Scotland, increasing aggregates costs in Scotland by 35 per cent., compared to 12 per cent. in the South East of England, thus undermining the competitiveness of Scottish industry; further notes that the Treasury has delayed the phasing in or the Aggregates Levy in Northern Ireland because of the economic damage it threatens there; and calls on the Government to reconsider this flawed and damaging stealth tax.
