Resource Allocation Formula
EDM number 463 in 2001-02, proposed by Clive Efford on 21/11/2001.
That this House considers the consultation over the resource allocation formula for borough police forces in London is inadequate; notes that the review of the resource allocation formula began in February and is concerned that honourable Members and the London boroughs were not consulted until this process was near completion; considers the meeting at the Methodist Central Hall a deficient consultation and is concerned that other emergency services have not been consulted; calls on the Metropolitan Police Authority to consult all stakeholders in each individual borough; notes that the September and the December options for the implementation of RAF are 465 and 360 officers respectively below the budgeted workforce target for London published in March; is concerned that formula-based approach fails to identify specific local needs that differ from one community to another within each borough; and demands that the Metropolitan Police Authority set the budgeted workforce target or the resource allocation formula figures, whichever is the higher, as the baseline targets.
