Leave out from 'House' to end and add 'considers that Cyprus is the home of the Turkish Cypriots as well as the Greek Cypriots and that it would be wrong for one section of the population, namely the Greek Cypriots, to be allowed to take the island as a whole into the European Union without the consent of the Turkish Cypriot population and that both parties therefore have a veto in a very real sense as well as a legal right;notes that under the treaty of Guarantee of 1960, accession to the EU is illegal without the consent of all three guarantors, Greece, Turkey and the United Kingdom; welcomes the invitation to direct talks made by President Denktas to his counterpart in the south, but considers that the offer of EU membership to the Greek Cypriots without agreement between all parties has made a settlement very unlikely; and further considers that the Greek Cypriots are unlikely to negotiate seriously so long as they can keep the status of'Government Cyprus' which they acquired by force in 1963 and can keep the Turkish Cypriots under embargo without any authority under Chapter 7 of the UN Charter.'.
