Leakages From Underground Fuel Tanks

That this House is concerned about the possible risk of leakages and the subsequent environmental damage and threat to human safety from underground petrol tanks; urges the Government to establish an agency to oversee a full condition audit of all underground storage tanks in the UK, to provide soft funding for small independent petrol retailers to upgrade tanks and pipework, to develop and revise codes of practice and to provide adequate training of petroleum enforcement officers; urges the Government to establish a new Petroleum Authority to regulate companies providing off-site monitoring of petrol stocks, to ensure they have insurance and to police risk assessments; and urges the Government to take these recommendations into consideration as part of the review currently being conducted into modernising petrol legislation.
