That this House believes that the Government should further discuss with professional and lay organisations how resources can best be directed to women in labour at home, where requested, and where it is safe to do so; and calls for further consideration to be given prior to the approval of an increase to ú5,000 of the fine to be imposed under Article 43(3) of the Order for the new Nursing and Midwifery Council.
