Peace Negotiations In Chechnya

That this House deplores the taking of over 700 hostages in Moscow by Chechen rebels last week and the consequent loss of life; strongly urges the Russian Government not to authorise an indiscriminate response; is appalled by the continuing atrocities against civilians committed by both Chechen rebels and Russian military forces; calls upon all sides to the conflict to bring an end to the misery of Chechen civilians, to renounce the use of armed force, and to commit themselves unequivocally to negotiations for a comprehensive settlement in Chechnya; and urges the international community to facilitate negotiations between all parties committed to the peace and stability of the area.
