That this House notes that between 1996 and 2001 the number of people receiving home care fell from 491,100 to 381,200, a reduction of 22 per cent.; regrets that neither the Prime Minister nor the Leader of the Conservative Opposition were aware of this fact during their exchanges on 10th July; is concerned that 109,900 fewer people are now receiving home care; and believes that this reduction represents a further tightening of eligibility criteria by social services departments in an attempt to ration care, to balance cash-strapped budgets.
