at end add, 'calls upon the BBC to look again at its refusal to put the pre-legislative scrutiny of bills on-line on its BBC On-line service, which would have shown that the BBC was aware of its responsibilities to democracy and wished the citizen licence payer to have modern access to, and influence upon, Parliament and would have been an imaginative and forward-looking way of honouring its public service obligation; and further believes that blocking such democratic initiatives makes it harder for friends of the BBC to sustain parliamentary and public support for its unique and privileged position.'.
