That this House notes with concern the UN's International Panel on Climate Change's warning that global temperatures will rise by as much as 5.8 degrees centigrade by 2099; is concerned at the catastrophic effect this will have on agriculture, wildlife, human health and prosperity globally; recognises the especially acute problems this will cause in both the African and Asian continents; with the prediction that resultant crop failures will mean a loss of up to one quarter of food production in those areas; and welcomes the Government's continuing efforts ahead of the Bonn talks to persuade the USA and Japan to ratify the Kyoto Protocol.
