After 'asylum seekers' add 'further notes that section 33 if it allows arrangements as proposed in sections 30 and 31 will undermine the principles contained in the Education Act and other Acts covering duties to looked-after children recently passed by the Scottish Parliament in line with its devolved powers.'.
