That this House congratulates the Scottish National Party winner of the by-election on 18th April in the Thornton, Stenton and Finglassie ward of Fife Council, Mr David Cunningham, who secured a swing of 11 per cent. to take the seat from New Labour; further congratulates SNP candidate, Mr John Mackay, in the by-election in the Dalmellington ward of East Ayrshire Council on the same day, who achieved a 14 per cent. swing from New Labour; and believes that, in contrast to new Labour sleaze and cronyism, the SNP stands for better service delivery and greater democratic accountability at local level, as illustrated by the SNP's strong support for proportional representation in Scottish local government.
