Northern And Transpennine Franchise

That this House is concerned that the existing Northern and Transpennine railway franchise may be split; believes that such a move would be a distraction from the need to restore confidence and would be a destabilising factor; believes that this would lead to even greater fragmentation of the railway system and more uncertainty; recognises that this could lead to a worse service and less co-ordination; urges that if the split does occur, both franchises are awarded to one train operator; and calls upon the Secretary of State for Transport, Local Government and the Regions to consider these issues when making his decision.
