Turkey And The European Court Of Human Rights

That this House deplores the continued abuse of human rights by the Government of Turkey; welcomes the judgement of the European Court of Human Rights in the case of Hamsa Cicek v Turkey, which found the Turkish State in violation of multiple Articles of the European Convention following the detention of two children, Tahsin Cicek and Ali Ihsan Cicek, now presumed dead, the the Turkish military; notes that the Court found that the Turkish state failed to protect their right to life, in violation of Article 2 of the Convention, that their mother was subjected to inhuman and degrading treatment in violation of Article 3, that the Public Prosecutor failed to make any meaningful investigation into Mrs. Cicek's complaints in violation of Article 13 and that there was a most grave violation of the children's right to liberty and security under Article 5; congratulates the Kurdish Human Rights Project on bringing this action on behalf of Mrs. Cicek; recalls the 1999 resolution of the Council of Europe regarding the need for Turkey to enforce better control of its security forces; and believes that this case points once again to Turkey's continued failure to live up to European standards and that Turkey is not, therefore, a suitable candidate for consideration of membership of the European Union.
