leave out from 'proceeds' to end and add 'to (a) provide further tax incentives for motorists switching to cleaner and more fuel-efficient vehicles and (b) boost research and development of renewable fuels, such as fuel cells, to assist the transition from a fossil fuel to a hydrogen-based economy.'.
