That this House notes Petition No. 169/2000 to the European Parliament's Committee on Petitions has been declared admissible on the question of public health; notes that it stems from a long-standing dispute between Mr C. T. Lam of Paignton, Devon, and Torbay Council, regarding the latter's rejection of a duty to protect public health that was upheld by the Court of Appeal; recognises that the issues raised in the petition have implications for all public authorities in the United Kingdom; and therefore wishes to alert Her Majesty's Government to the progress of the petition and the likely ramifications that could flow.
