Local Government Pay

That this House congratulates UNISON on its Invest for Change campaign; notes their concerns about rising levels of stress, low morale of local government staff, an emerging two-tier workforce, and major staff shortages in many areas; further notes that in recent years local government pay has declined relative to both the private and public sector; is concerned about the results of a UNISON study which found that in 90 per cent. of cases, contractors are paying new staff below the level of transferred staff, that one in five were varying the working week and none were providing a comparable pension; believes that strong local government is essential for a healthy-democratic system, and that a well-trained, motivated and valued workforce is key to effective service delivery; and calls on the Government to display its confidence in local government and its workforce by providing the resources for a decent pay settlement, which will enable the effective management of change, investment in staff and the end of the two-tier workforce.
