That this House calls on the Government to ensure that water companies act to the letter and spirit of the Water Industry Act 1999 by making it clear and obvious on water bills that customers are entitled to the free provision and installation of a water meter and that any water customer living in a flat or house where a meter cannot be fitted can apply to pay the average household charge.
