Local Authority Housing Provision

That this House notes the Government's target to transfer 200,000 houses per year out of local authority control over the next three years; is concerned that local authorities are not able to borrow in order to invest in their housing stock; is further concerned about the large amounts of money that local authorities are spending in order to secure a positive outcome for large scale voluntary stock transfer ballots; believes strongly that tenants should decide how money is invested in their homes; further believes that tenants need balanced information in order to make an informed choice; is alarmed that if tenants vote 'no' to a stock transfer local authorities have limited access to alternative forms of investment; calls on the Government to create a level playing field by introducing measures which ensure that equal resources are provided for the campaigns both for and against stock transfers; and further calls on the Government to make adequate funds available to local authorities to enable them to continue to manage and invest in their housing stock where their tenants want them to do so.
