Barnett Formula

EDM number 93 in 1999-00, proposed by Dafydd Wigley on 25/11/1999.

That this House recognises that the Barnett Formula is outmoded in that it has failed to recognise the changing needs of Wales since it was first established in 1978; calls for its replacement by a formula which is based on explicit need indicators; and further calls on the Chancellor of the Exchequer, in consultation with the National Assembly for Wales, to devise such a new formula.
