That this House congratulates the UN Human Rights Envoy in the Balkans, Jiri Dienstbier for his honest comments, and severe criticism of the UN Mission in Kosovo (UNMIK) and in particular the criticism of the head of mission Bernard Kouchner; believes the UN Mission has singularly failed to protect the minorities; notes that over 1,000 have been murdered, many kidnapped and over 200,000 ethnically cleansed; further notes that UN Resolution 1244 has not been implemented; and believes that Bernard Kouchner must be replaced immediately with a more impartial and competent administrator.
