That this House condemns plans by high street banks to institutionalise charges for use of cashpoint machines for customers of other banks; notes that the need to use competitors' facilities is being increasingly forced upon customers by the closure of many small branches; believes banks should take further action to give their customers a fairer deal by reducing both the time they take to clear cheques and their high rates for Visa and Mastercard; congratulates the Daily Express on their campaign for a better deal for bank customers; and calls on the Government to consider legislative action if the banks insist on their plans for charges for access to cashpoint machines.
