after 'area' , insert 'notes that, in some areas of low demand in older private sectors housing stock, housing clearance can be a legitimate task to help with the problem of empty homes as a part of the strategy; and therefore calls on the Government to modernise compulsory purchase order procedures and to modify the compensation rules in order to enable local authorities to make more progress where their local strategy identifies clearance as a priority.'.
