Special Educational Needs

That this House welcomes the Government's Programme of Action for Special Educational Needs published in November 1998 as a positive and constructive document outlining the broad area of work needed to achieve high quality education for children with special needs; welcomes the commitment made to a Special Educational Needs Bill in the Queen's Speech; welcomes the re-launch of the Special Education Consortium as a useful partner which Her Majesty's Government can consult on this vital area of its programme; and looks forward to the Government's first annual statement of progress in developing and implementing the Action Plan.
