Utilities Bill

That this House welcomes the opportunity presented by the introduction of the Utilities Bill to deliver environmental improvements as well as serving consumer interests; recognises the importance of the Government's commitments to cut carbon dioxide emissions by 20 per cent. compared to 1990 levels and to deliver at least 10 per cent. of United Kingdom electricity demand from renewable energy sources by 2010, to increasing the capacity of combined-heat and power to at least 10 gigawatts, and to launch a major programme of home energy efficiency; recognises the significant employment and commercial opportunities in meeting these targets; and urges the Government to ensure that these objectives are delivered.
