That this House congratulates Helen Clark on becoming Prime Minister of New Zealand, and wishes every success to her Labour-led Coalition Government; but regrets that in 1996 a change of electoral system there prevented the election of a Labour majority government; and emphasises that this House will never agree to a similar change of electoral system in this country, believing that the first past the post system gives parliamentary stability and clear election results.
