That this House, recognising that law-abiding grantees of exceptional leave to remain who are issued with the Home Office Certificate of Identity as a purported travel document can not in fact travel to many countries whose authorities do not recognise the CID as valid, calls on the Home Secretary to take urgent steps to replace the CID with a document that will enable all such grantees to travel abroad for important life-events, for business and for pleasure.
