That this House notes that 50 million people have been infected with the HIV virus worldwide of whom 16 million have died and that HIV is destroying development gains and reversing life expectancy gains in many of the poorest countries of the world; further notes that 1998 saw the highest number of new diagnoses of infections ever recorded in the United Kingdom where 30,000 people are living with the virus; and therefore urges the Government to make use of the new Handbook for Legislators on HIV/AIDS, Law and Human Rights produced by UNAIDS and IPU to continue to strengthen and develop the United Kingdom's response to this crisis both in this country and through its influence abroad.
