Crisis In Angola

EDM number 997 in 1998-99, proposed by Tess Kingham on 09/11/1999.

That this House notes with sadness the continuing crisis in Angola that has resulted in one in five of the population being forced from their homes in the last 18 months as a result of the conflict resumed by UNITA; notes that the involvement of the United Nations has failed to persuade Jonas Savimbi, the leader of UNITA, to adhere to the Lusaka peace process; notes also that Jonas Savimbi is guilty of gross violations of human rights and war crimes against the Angolan people; and calls upon Her Majesty's Government to urge the United Nations Security Council to set up a special tribunal to investigate and indict Jonas Savimbi for war crimes and crimes against humanity, to press for greater resources to be allocated to and the strengthening of the UN's Sanction Committee on Angola in order to make sanctions against UNITA effective, and to ensure adequate humanitarian aid reaches the Angolan people in this time of crisis by encouraging international donors to fully meet obligations to the UN 1999 Consolidated Inter-Agency Appeal for Angola.
