Climate Change Levy

That this House recognises that there is compelling evidence that climate change needs to be tackled; welcomes the Government's commitment to reduce United Kingdom carbon dioxide emissions by 20 per cent. based on 1990 levels by 2010; welcomes the recommendations of Lord Marshall on the case for a climate change levy and the Government's decision to introduce a climate change levy from April 2001; believes that the levy will make a significant contribution to the Government's target of reducing United Kingdom carbon dioxide emissions; supports the Government's consultation with industry and other parties on the design of the levy; believes that these negotiations will result in the introduction of a climate change levy in 2002 that is good for the environment and for business; urges the Government to ensure that the details of the levy are designed so as to avoid an adverse impact on already disadvantaged parts of the UK; and considers that renewables and combined heat and power should be exempt from the levy.
