That this House welcomes the Government's acceptance of the principle that council tenants' rents should be recycled and used to manage and maintain council tenants' homes notes that this will be introduced as part of the resource accounting proposals due to take effect from April 2001, but regrets that under current plans every tenant will face an increase in tenant's tax of ú60 per annum from next year; and calls on the Government, in light of this principle, to reduce the subsidy of almost ú1,400 million from council tenants' rents to housing benefit for the intervening year 2000-01 and end any such subsidy from any part of revenues from council houses and their maintenance and renovation under the new system.
