Adult Learners Week And The Review Of Post-16 Education And Training

That this House congratulates the National Institute for Adult Continuing Education on promoting the 1999 Adult Learners Week and welcomes the Government's initiative in announcing a comprehensive review of post-16 education and training; further welcomes the record programme of investment announced by the Government last November; notes the gross discrepancies in per capita funding of 16 to 19 year old students on equivalent courses which result from the existence of three different funding regimes; appreciates the difficulties of ensuring effective quality control with three different inspection regimes; recognises the appalling consequences in some colleges and TECs of the present inadequate arrangements for financial and managerial accountability; and calls on the Government to ensure that the Post-16 Review develops new proposals for greater co-ordination and fairness of the financing and delivery of lifelong learning which place the needs of individual learners at the heart of the planning process.
