That this House acknowledges that the United Kingdom fire service provides an efficient and effective fire service for the people of the United Kingdom and that it is rated as one of the most consistently high performing services in local government by the Audit Commission; notes that the current negotiating structure and the agreements reached within this have served both employees and the public well since the service was returned to local authority control in 1947; expresses its grave concern that the Fire Service Employers' side of the Fire Service National Joint Council is precipitating conflict within the NJC by insisting on introducing radical alterations to the present conditions of employment for firefighters and control operators which will be to the detriment of both employees and the public; and calls on the NJC employers to return to negotiation rather than force confrontation.
