Sustainable Development And International Investment

That this House congratulates the Minister for Trade on his response to the collapse of the MAI negotiations; endorses his view that there is now an 'opportunity to start with a blank sheet of paper and define our objectives afresh and then to pursue them on an open and consensual basis'; welcomes his commitments to 'take full account of the social and environmental concerns'; and calls on the Government to show international leadership and set the agenda for the new millennium by working for an investment agreement based on the principles of sustainable development, the primacy of human rights and local democracy, adherence to international environmental conventions, support for ILO protocols and an appropriate balance of rights and responsibilities from international investors and multinational corporations within a framework that fully represents the interests of developing countries.
