That this House welcomes the recommendations put forward by the Advisory Group on Quarantine, Chaired by Professor Kennedy, to reappraise the quarantine and rabies regulations in the United Kingdom; supports the view that there is no longer a need in all circumstances to place undue stress on both pets and their owners by imposing a six-month quarantine period for animals entering the United Kingdom; believes that the proposed changes reflect recent advances in veterinary science, and in particular a better understanding of vaccination, and also the reduction of fox-vectored rabies in the European Union as a result of the eradication programme; estimates that the full implementation of the proposals could create a 46 per cent. drop in the quarantine kennel market, endangering 60 small businesses; and calls on the Government to reach a just settlement with the investors in the current system for the sake of the pets that will need to be cared for in quarantine in future.
