That this House welcomes the Government's intention to reform the House of Lords; and urges the Government to include in that reform a fundamental review of the executive role of the Lord Chancellor with a view to that role being undertaken by a Secretary of State for Justice within a Department of Justice, answerably directly to the House of Commons.
